North Mobile County Middle School serves students living within the city limits of Saraland and includes students from Satsuma, Creola, Axis and Prichard. The city has walkways, and the Prchard school is part of Mobile County School District, which borders Mobile City to the north, Alabama State to the south, and North.
The city is governed by a five-member city council, which consists of five districts of equal size. It simply states that the calculation of pensions should be based on a percentage of employees' salaries and other remuneration. The Pension Board is composed of four members elected by the City of Prichard and three elected by the employees of the City. No. 10, Mayor Prchard has control over the selection of the members of this pension committee.
The city has tried to play by the law and pay its retirees money from its annual operating budget. After many years of shrinking the city's pension fund and its general fund, Prichard could not add any additional money to offset the negative cash flow of the pension funds. To get the money, it has passed major tax increases and had to make huge benefit cuts.
County commissioners have told Albritton that the state's inmates have been leaving their prisons for more than a year. The city has struggled to hire overtime and hire more employees without the money, he said, and officials have encouraged public safety workers with compensatory hours and vacation by promising them that the bank will help them when they retire. If criminals violate probation or probation, they go to prison and serve their sentence. However, if they violate their probation or probation conditions, the offender cannot be released from prison.
The problem is that the ADOC is very slow to get prisoners, and so many criminals who are in custody for 45 days are in county jails, not in their jails. This problem is exacerbated when the ADOC forgets and gets the prisoners for months or even years after they arrive.
If the ADOC does not come and collect their prisoners, the sheriffs would be authorized to take them to state facilities within the first month, and the state would reimburse them for the mileage.
If the ADOC does not come and get the prisoners, the prisons would be identified as those that can accommodate them for their 45-day sentences, and the state would compensate the regional prison facilities for the transportation costs to their facilities.
